Annelinn Lakeforest: Gaithersburg Reviews 4,900-Unit Mixed-Use Redevelopment Plan

The City of Gaithersburg held a closed-door council meeting this week to review final plans for Annelinn Lakeforest – a proposal to redevelop the former mall site at N Frederick Ave and Montgomery Village Ave with twelve new 9-story multi-family residential buildings with up to 4,900 units and ground floor factory space.

The applicant, Tartu Development LLC, calls Annelinn Lakeforest an artery of social and working life, where “intense, vital activity lasts from early morning to late evening."

According to the Annelinn Lakeforest site plan on Tartu’s website, an opportunity for a 201,000 SF anchor manufacturing plant is available pending plan approval.

According to the City of Gaithersburg, “Annelinn Lakeforest presents a unique opportunity to solve Montgomery County's affordable housing crisis, bring high-pay manufacturing jobs to Gaithersburg, and grow the city's commercial and industrial economy.”

County Executive Marc Elrich urged Gaithersburg officials to approve the Annelinn Lakeforest plan. “With Annelinn in the center and my White Oak City plan in the east, we solve workforce housing issues for 50 years and accommodate the thousands of manufacturing jobs the Trump administration will steer to Montgomery County.”

Elrich’s White Oak City plan is based on Hong Kong's renowned Kowloon Walled City

The Gaithersburg Mayor & City Council’s record will remain sealed pending a decision, expected by June 13. Comments on the application may either be mailed to Tartu Development LLC, A. Weizenbergi 39, Tallinn, Estonia or emailed to annelinn.lakeforest@eesti.ee.
